Position Overview: The Municipal Enforcement Officer – Compliance (MEO-C) serves the community and visitors primarily through seeking compliance of tourist home regulations and primary residence tax declarations. Reporting to the Supervisor of Municipal Enforcement and as a member of the Municipal Enforcement team, the MEO-C ensures that unauthorized tourist homes are brought into compliance by conducting education and enforcement of the Land Use Bylaw, ensuring that approved tourist home operators comply with the licensing requirements of the Business Registry Bylaw and that the primary residential requirements of the Division of Class 1 Property Bylaw are complied with. The MEO-C will provide clear explanations of the tourist home regulations, licensing and Division of Class 1 Property Bylaw to the public and will report to Council on enforcement and compliance. The MEO-C may also be tasked with providing input on various policy documents and conducting enforcement of specific Land Use Bylaw related infractions.
Job Requirements
Core Accountabilities:
• Conduct proactive enforcement to identify and investigate unauthorized short-term rentals
• Investigate complaints and take appropriate action to resolve each complaint (inspections, warnings, tickets or orders)
• Investigate complaints about false primary residence declarations
• Prepare for and attend Court and the Subdivision Development Appeal Board as required
• Complete and enter daily reports into a data entry system
• Prepare and present statistical reports on compliance and enforcement activities
Education & Qualifications:
• Valid Alberta Class 5 Driver’s License – required
• A High School Diploma or equivalency (e.g. G.E.D.) – required
• Formal training in Conflict Resolution (e.g., Verbal Judo or Customer Service & De-Escalation) – asset
• Certificate in Investigation and Enforcement Skills - asset
Experience:
• Excellent customer service, organizational, and time management skills
• Experience managing conflict, proven negotiation/mediation skills
• Intermediate skills with MS office and database entry
• Ability to interpret legislation and municipal bylaws
• Advanced communication skills
• Experience with municipal bylaw enforcement in a municipal environment
• Knowledge of municipal bylaws and the legal system
• Demonstrated ability to speak and write clearly in English
Salary & Benefits
• Pay Range - $37.26 to $41.65 per hour
• Full – time temporary position until March 31, 2027
• FT Temporary benefits package
