Position Overview: Reporting to the Municipal Engineer, the Junior Engineering Technician is responsible for providing technical support to the Engineering Department in areas including data collection, field research, site inspections, review and issuance of permits, project support, traffic control signals and data management.
We are looking for a candidate with excellent communication and interpersonal skills, a strong commitment to detail, and the proven ability to work well both independently and in a team environment.
Job Requirements
Core Accountabilities:
Building Permit Review/Approval/Inspection – Single Family and Duplex
• Under the direction of the Municipal Engineer and support from the Community Development Engineer:
• Review of building permit applications and drawings for single family or duplex residential units and small residential developments for conformance to the Town’s engineering standards.
• Approve conforming permit applications and inspect as required for conformance to permit conditions and site servicing requirements.
• Conduct service inspections and inspections as required to approve Occupancy Permits and Building Permit file closure
• Respond to applicant inquiries with support from the Municipal Engineer as required.
Development Permit Review/Approval/Inspection – Three, Four and FivePlex
• Under the supervision of the Municipal Engineer and support from the Community Development Engineer:
• May review permit applications, infrastructure plans and drawings for Three, Four, and FivePlex developments for conformance to the Town’s engineering standards.
• Approve conforming permit applications and inspect as required to maintain conformance to permit conditions and site servicing requirements. Collaborate with the Planning Department to establish the Development Agreement.
• Conduct Quality Monitoring inspections, approve and issue Construction Completion and Final Acceptance Certificates and Occupancy Permits.
• Review and approve release of securities.
Permit Management
• Process, approve, and inspect for conformance; road use, excavation and other permits as required to mitigate conflicts, ensure traffic and public safety, and compliance with Construction Management Plans.
• Track payment of permit fees and maintain inspection records.
Field Investigations, Data Collection, GIS Assistance and Reporting
• Assist with collection (through field investigations and condition surveys of existing infrastructure including drywells, swales, ditches, pavements, sidewalks, curbs, gutters, signage, etc.), entering, and manipulating data for asset management, Spin2 and GIS databases.
• Assist in site investigation and research pertaining to Shallow Utilities, Easements, Encroachments, and URW’s.
• Perform collection of groundwater level readings, piezometer and direct measured, publish data and trend forecasts to assist construction activities and for annual report.
• Create, plan for, and manage traffic data collection, source and install equipment as required, regularly collect data, and provide summary and trend analysis for annual report.
Traffic Control Signal Monitoring and Maintenance
• Monitor operation of traffic control signals, perform routine maintenance and programming or record problems and refer to repair crews.
• Maintain database of existing equipment and operating software.
• Assist in planning for future installations/upgrades.
Other
• Assist in the review and update of Standard Operating Procedures for specific accountabilities
• Review and approve Shallow Utility Line Assignment applications
Education & Qualifications:
• C.Tech with < 5 yrs experience
• Graduated from 2-3 yrs technician program or recognized 2 yr technician program
• Member or eligible to be a member of ASET
Experience:
• Perform routine work, limited decision making, usually works under the direct supervision of Municipal Engineer or Community Development Engineer
• Understands standard methods and techniques to resolve problems
• Knowledge of construction industry practices and standards
• Proficient Microsoft Excel, Word, and Outlook
• Working knowledge of AutoCAD, GIS, GPS, products is an asset
• Working knowledge of Aries, Autoscope, or other traffic software is an asset
• Possession of a valid driver’s license
• Ability to work in both a team environment and independently
Salary & Benefits:
• Pay Range - $37.26 to $41.65 per hour. Compensation will be calculated based on the successful candidate’s related work experience and education

Work Schedule:
• This is a full-time 35-hour a week position
• Typically, Monday to Friday 8:30 am-5:00 pm
